Empadronamiento in Barcelona: How to Register on the Padrón

The padrón is the city's register of residents, and you need it for healthcare, residence permits and more. Here is how registration works in Barcelona.

Empadronamiento means registering your address on the padró (in Spanish, padrón), Barcelona’s register of residents. It is free and compulsory for everyone living in the city. Register at an Oficina d’Atenció Ciutadana (OAC, citizen service office) by appointment and get the document on the spot, or online with a digital ID in about seven days.

Why do you need to register on the padrón?

The padrón proves where you live. Barcelona City Council says it gives access to public healthcare and to schooling for children, and it lets eligible EU citizens and nationals of countries with reciprocity agreements vote in local elections. Many other procedures ask for it:

  • the CatSalut health card, which requires padrón registration in Catalonia (see how to get the TSI health card)
  • residence card renewals and changes of address with the police
  • arraigo and other residence permits that count time spent in Spain
  • school places, some social benefits and the public housing register

How do you register: online, by phone or in person?

Route What you need When you get it
Online, Virtual Office Digital ID (idCAT Mòbil, Cl@ve, DNIe or FNMT certificate) and electronic signature Email confirmation in about 7 days if all is correct
Phone, 010 Call 010 (Catalan, Spanish, English, French); forms arrive by post After you post back the signed form within one month
In person, OAC Appointment and original documents On the spot

Most newcomers do not yet have a digital certificate, so the OAC is the usual route. Appointments are booked on the Ajuntament’s appointment page or by calling 010; outside the metropolitan area the number is 931 537 010. Our guide to getting a digital certificate in Spain explains how to get one for later online procedures.

Which documents does the Ajuntament ask for?

The city’s official list, published on the Barcelona International Welcome page, depends on your nationality and on your right to live at the address. In person, bring originals in hard copy. Documents in languages other than Catalan or Spanish need a translation by the Spanish consulate or a sworn translator.

Identity

  • EU, EEA and Swiss nationals: the EU registration certificate, or your passport or national ID. If you show the NIE certificate, also show the passport or ID.
  • Other nationals: TIE or passport.

Proof of address

Your situation Document accepted
You rent the flat Current tenancy agreement of at least three months, or an extended one with the extension
Your contract has expired but continues, or is open-ended and four or more years old Rent receipt from the last two months, a utility bill in your name from the last three months, or a bank transfer for the rent
You own the flat Nothing if you appear on the IBI property tax bill; otherwise a deed or contract under one year old
You live in someone else’s home or sublet a room Signed authorization from an adult registered at that address, plus a copy of their ID
Hotel, residence or care home Authorization from the entity’s representative with signature, stamp, name, address and tax ID

Mobile phone and internet contracts are not accepted as utility bills. A rental contract must show the full address and be signed by both parties. If you rent a room and the main tenant or owner will not sign an authorization, the Ajuntament says it can verify residence by other means; people with no fixed address may need a Proof of Residence Report (Informe de Coneixement de Residència, ICR). In those cases the council checks continuous residence, which can take up to three months.

What is the difference between a volant and a certificat?

After you register, the OAC gives you a document attesting to your current registration. Later you can request two types of proof, both free as of November 2026:

  • Volant de residència (in Spanish, volante): an informative document showing where you are registered and since when. A volant de convivència also lists everyone registered at the same address. It is enough for most procedures.
  • Certificat d’empadronament (certificado): signed by the council secretary, current or historical. Request it when an official body or a notary asks for a certificate specifically. A historical certificate covers addresses where you are no longer registered.

Many offices, including CatSalut and the police, ask for a document issued in the last three months, so request a fresh one before each appointment.

Do you have to renew your registration?

For Spaniards, registration does not expire. Foreigners have to renew it:

  • non-EU nationals without long-term residence: every two years
  • EU, EEA and Swiss nationals with the EU registration certificate: every five years
  • EU, EEA and Swiss nationals not registered as EU residents: every two years

If you miss the renewal, the council can remove you from the register, which breaks the continuous residence that some permits count. When you move within Barcelona, file a change of address (canvi de domicili) instead of a new registration.

Bottom line

Sort out the padrón in your first weeks, because the health card and several permits depend on it. If you rent a room, ask the person on the main contract for a signed authorization and a copy of their ID before you book the OAC slot.

FAQ

Can I register without a rental contract?

Yes, with a signed authorization from an adult already registered at the address, or through the council’s residence check if you cannot provide documents. The check can take up to three months.

Does a short holiday rental count?

Tenancy agreements must normally run for at least three months. Registration is for people who actually live at the address.

Can my landlord stop me registering?

Registration reflects where you live, not the landlord’s wishes. If a landlord refuses paperwork, ask the OAC about the residence check route.

Is the padrón the same as residency?

No. The padrón records your address with the city. Your right to live in Spain comes from your NIE, EU certificate or TIE; see how to get an NIE in Barcelona.
